How can I successfully germinate hollyhock seeds in Parisian climate?

I'm currently planning a new section of my garden in Paris, focusing on vibrant, perennial flowers, and I've got my heart set on hollyhocks for their majestic height and stunning blooms. However, I've been struggling a bit with the germination process. Given my local climate, which has both warm summers and quite a bit of rain, I've read that lighting and soil temperature are crucial. I tried starting some seeds indoors, but they didn’t sprout as expected. Can anyone share effective techniques for germinating hollyhock seeds in conditions like mine? Any insights on the ideal soil type and temperature would be greatly appreciated!
