Is neem oil effective against spider mites in my vertical setup?

In my vertical garden, I recently spotted some signs of spider mites on my herbs, particularly basil and cilantro. I've been relying on neem oil as a natural pest control method, but I'm unsure of its effectiveness against such pests in a small setup. My garden is stacked vertically, which makes thorough applications more challenging. I've tried spraying it directly, but I'm worried that I might be missing some areas. Does anyone have tips on how to ensure that neem oil reaches all the infested spots? Also, how often should I reapply it to tackle a spider mite problem effectively? Any insights would be greatly appreciated!
